According to an announcement from the Henan Daily WeChat account on May 12, the Henan Provincial Party Committee has decided that Huang Fang will serve as the Party Secretary of Luohe City, succeeding Qin Baoqiang, who has been relieved of his duties as Party Secretary, Standing Committee member, and other roles. Qiao Yanqiang has been appointed as the Deputy Party Secretary of Luohe City.
The Henan Provincial Organization Department published a pre-appointment public notice on May 5, with Huang Fang, then Mayor of Luohe, proposed as the candidate for city Party Secretary, and Qiao Yanqiang, then Standing Committee member and Vice Mayor of Luohe, proposed as the candidate for city Mayor.
Public records show Huang Fang, born in September 1972, holds a university degree and a doctorate in economics, and is a Communist Party member. He previously served as Director of the Zhengzhou Municipal Commission for Discipline Inspection’s Propaganda Office, Deputy District Mayor of Shangjie District in Zhengzhou, Deputy District Party Secretary of Shangjie, and District Mayor and Party Secretary of Huiji District in Zhengzhou. In September 2018, he became Deputy Mayor of Nanyang City, and in September 2021, he was transferred to Xinyang as a Standing Committee member, Deputy Secretary of the Municipal Government Party Leadership Group, and Vice Mayor. In March 2023, he assumed roles as Deputy Party Secretary, Mayor, and Secretary of the Municipal Government Party Leadership Group of Luohe, until this recent appointment.
Qiao Yanqiang, born in January 1973, holds a university degree from a provincial party school and is a Communist Party member. He served long-term in Pingdingshan, Henan, before being transferred to Luohe in December 2019. He was elected Vice Mayor of Luohe in February 2020, became a Standing Committee member and head of the United Front Work Department in September 2021, and was appointed Standing Committee member and Vice Mayor in January 2023.
Qin Baoqiang, who stepped down as Luohe Party Secretary, was born in December 1967, holds a university degree and a master’s in philosophy, and is a Communist Party member. His career includes work at the Henan Provincial Party Committee Office, the Provincial People’s Congress Standing Committee, and Kaifeng City. He was elected Mayor of Luohe in July 2021 and became Party Secretary in March 2023.
In addition to Huang Fang, several other city mayors have been appointed as city Party Secretaries in recent days. On May 11, a city-wide leadership meeting in Yongzhou, Hunan, announced that Chen Ailin would serve as Party Secretary of Yongzhou. Chen Ailin, born in May 1970 from Xishui County, Hubei Province, previously held positions including Deputy Secretary General of the Hunan Provincial Party Committee and Deputy Party Secretary of Yueyang. He became Deputy Party Secretary of Yongzhou in July 2021, acting Mayor in August, and was formally elected Mayor in January 2022. On May 10, a meeting in Huaihua, Hunan, announced that Wei Chaohui would serve as Party Secretary of Huaihua. Wei Chaohui, born in August 1972, worked extensively in Guangxi, serving as Standing Committee member and Executive Vice Mayor of Hechi, and Deputy Party Secretary of Chongzuo. In June 2022, she became Secretary of the Party Leadership Group and Director of the Guangxi International Expo Bureau. In October 2025, she was transferred to Huaihua as Deputy Party Secretary, then served as Secretary of the Municipal Government Party Leadership Group and Mayor, before this new appointment.
